In June 2020, the Institute of the USA and Canada of the Russian Academy of Sciences (ISCRAN) and the Institute of Europe of the Russian Academy of Sciences (IERAS) served as co-organizers of the international project “NATO-Russia Expert Dialogue on Military Risk Reduction in Europe.” About 40 renowned experts, former high-ranking politicians, diplomats and military personnel from the United States, Russia and other European countries took part in the following 20 online seminars. After five months of work, the project members developed a document that was presented to the broader public. These recommendations are supported by more than 150 experts from many countries, including 16 former foreign and defence ministers, 24 ambassadors and 27 retired generals and admirals. The recommendations’ fundamental idea is to deter military escalation between Russia and NATO and take urgent measures to ensure the confrontation does not escalate into a military conflict or major war. The concrete proposals set out in the document, if implemented, even incompletely, can contribute to the broader process of normalizing relations between Russia and the North Atlantic Alliance in the future.
