On 21-22 October the Pugwash Council met in hybrid format at the premises of the International Center for Theoretical Physics in Trieste, Italy. Noting the seriousness of conflicts that have erupted in different parts of the world, we express our deep concern at the further spread of war and violence against civilians. We appeal for the international community to vigorously work for a cessation of hostilities and for the strict observance of international law, in particular of international humanitarian law.

Peaceful resolution of conflicts through dialogue and mutual understanding lies at the core of the Pugwash mission. As the governing body of the Pugwash Conferences on Science and World Affairs, the Pugwash Council is a diverse group comprising 41 individuals joined together through values of open-minded discourse. The Pugwash ethos serves to remind that, even at the darkest times, people of different political, geographical, and social backgrounds can engage in purposeful dialogue to reinforce our common humanity.
Nuclear risks have been steadily increasing and the current situation is as dangerous as the world has ever been. Global security and stability are under great strain from unfulfilled nuclear disarmament commitments and severe proliferation challenges. In line with our overall goal of a world free of nuclear weapons, we reaffirm our commitment to pursue activities that will help reduce tensions and mitigate risks that nuclear or other weapons of mass destruction will be used.
