The Russian International Affairs Council (RIAC) was represented at the conference by its Program Director Ivan Timofeev, who was a panel speaker at the section “Competition for the Hearts and Minds: to the System of Propaganda Control.”
“The problem is that most of the decisions are made against the backdrop of lack of information. The opposing sides do not understand what motivates Russia, or Brussels, or Kiev. When information is not available, we replace it with stereotypes. We may not like this position, but at least we understand it. We are here not to praise or blame each other, but to understand our positions,” said Ivan Timofeev, commenting on the debate to the Latvian TV.
