On October 30 – November 1, 2018, Minsk hosted Munich Security Conference Core Group Meeting.
The meeting gathered about 100 high level politicians, diplomats, and state officials, including Armen Sarkissian, President of the Republic of Armenia, Ana Brnabic, Prime Minister of the Republic of Serbia, and Pavel Filip, Prime Minister of the Republic of Moldova. In addition, among others, the foreign ministers of Macedonia, Poland, and Slovakia, representatives of EU, NATO, OSCE, and other international organizations joined the discussion. Alexander Lukashenko, President of the Republic of Belarus, Sergey Rumas, Prime Minister, and Vladimir Makey, Minister of Foreign Affairs of Belarus, made speeches at the meeting.

Russian International Affairs Council was represented at the meeting by RIAC members: Alexander Dynkin, Alexey Gromyko, Alexander Grushko, Sergey Karaganov, Sergey Kislyak, Andrey Kortunov, and Sergey Utkin, RIAC Expert. Andrey Kortunov, RIAC Director General, made a report at the plenary session of the meeting focusing on the issues of arms control and improving measures of trust.
